Subject: Urgent Condemnation of Unprovoked Israeli Aggression Against Iran and Systematic Targeting of Civilian Infrastructure: A Call for Action by the World Health Organization
Your Excellency,
We, the undersigned academic members and non-academic staff of Tehran University of Medical Sciences (TUMS), write with grave moral indignation and profound urgency. We formally and vehemently protest the unprovoked and ongoing act of aggression perpetrated by the Regime of Israel against the sovereign territory of our homeland, IRAN. These attacks, occurring amidst ongoing diplomatic negotiations aimed at peacefully resolving the nuclear issue, represent a reckless escalation that flagrantly violates fundamental principles of international law, the United Nations Charter, and the basic norms of human decency.
It is hereby intended to inform you that the regime of Israel has demonstrably targeted essential civilian infrastructure and personnel, causing indiscriminate harm and terrorizing the civilian population. Below are a shortlisted examples of Israel’s atrocities and systematic attacks against:
- -Water and Electricity Suppy Systems (Northern Tehran) -Hospitals and pediatric oncology wards (e.g., Tehran’s Vali-Asr Hospital, Kermanshah’s ICU center, Tehran’s Children’s Medical Center)
- -Red Crescent relief centers and first responders and rescuers while aiding victims
- -Water treatment plants in Isfahan, causing public health crises
- -Residential zones in Tabriz, resulting in civilian casualties
- -Sports complexes in Shiraz, where displaced families sought refuge
-TUMS Students’ Residence Hall (leading to severe injuries among the students) - -Media headquarters (e.g., IRIB broadcasting center)
- -Religious sites (e.g., historic mosques in Mashhad)
It is a truism that such deliberate targeting of objects indispensable to the survival of the civilian population, and of personnel and facilities protected under the Geneva Conventions constitutes war crimes. These attacks inflict immediate suffering and create long-term public health catastrophes by destroying essential services and creating environmental hazards.
Considering the foregoing and given the gravity of the situation and unpredictability of Israel’s ruthless war machine, we implore the WHO, as guardian of global health ethics: 1. To Issue an unequivocal condemnation of Israel’s aggression and targeting of health infrastructure; 2. To declare these attacks grave breaches of International Humanitarian Law meriting referral to the International Criminal Court; 3. To demand an immediate cessation of hostilities and attrocities by the Regime of Israel, 4. To advocate for punitive UN measures against Israel;5. And also to deploy emergency health assessment teams to document atrocities and aid victims.
As representatives of Iran’s premier medical university, we stand as testament to Iran’s profoundly peace-loving nature and unwavering commitment to health and human dignity. It is a historical fact that Iran has not initiated aggression against any foreign nation in over 200 years. Our nation’s history is not one of conquest, but of resilient defense against relentless invasions and attempts at domination throughout the centuries. This steadfastness is the reason Iran, with its ancient civilization, endures. There should be no no doubt that with the grace of the Almighty God, we will remain steadfast in defending our beloved homeland against this imposed aggression to the last drop of our blood.

موضوع: محکومیت فوری تجاوز بی‌دلیل اسرائیل علیه ایران و هدف قرار دادن سیستماتیک زیرساخت‌های غیرنظامی و فراخوانی سازمان بهداشت جهانی برای اقدام

ما، اعضای هیئت‌علمی و کارکنان غیر هیئت‌علمی امضاکننده از دانشگاه علوم پزشکی تهران (TUMS)، ضمن ابراز خشم و انزجار عمیق می‌نویسیم که ما رسماً و قاطعانه به تجاوز بی‌دلیل و مداوم رژیم اسرائیل علیه قلمرو حاکمیتی میهنمان، ایران، اعتراض می‌کنیم. این حملات که در بحبوحه مذاکرات دیپلماتیک جاری با هدف حل مسالمت‌آمیز مسئله هسته‌ای رخ می‌دهد، نشان‌دهنده تشدید بی‌ملاحظه تنش است که آشکارا اصول اساسی حقوق بین‌الملل، منشور سازمان ملل متحد و هنجارهای اساسی کرامت انسانی را نقض می‌کند.
بدینوسیله به اطلاع شما می‌رساند که رژیم اسرائیل آشکارا زیرساخت‌ها و پرسنل اورژانس غیرنظامی را هدف قرار داده و باعث آسیب‌های کورکورانه و ایجاد وحشت در میان جمعیت غیرنظامی شده است. در زیر نمونه‌هایی از جنایات و حملات سیستماتیک اسرائیل علیه مواضع غیرنظامی آمده است:
– سیستم‌های آب‌رسانی آب و برق (شمال تهران)
– بیمارستان‌ها و بخش‌های انکولوژی کودکان (به‌عنوان مثال، بیمارستان ولیعصر تهران، مرکز مراقبت‌های ویژه کرمانشاه، مرکز طبی کودکان تهران)
– مراکز امدادی هلال‌احمر و امدادگران و نجاتگران در حین کمک به قربانیان
– تصفیه‌خانه‌های آب در اصفهان (که باعث بحران‌های بهداشت عمومی شده است)
– مناطق مسکونی در تبریز (که منجر به تلفات غیرنظامیان شده است)
– مجتمع‌های ورزشی در شیراز (که خانواده‌های آواره به آنجا پناه برده‌اند)
– خوابگاه دانشجویان دانشگاه علوم پزشکی تهران (که منجر به جراحات شدید در میان دانشجویان شده است)
– مراکز رسانه‌ای (به‌عنوان مثال، مرکز پخش صداوسیما)
– اماکن مذهبی (به‌عنوان مثال، مساجد تاریخی در مشهد)
بدیهی است که چنین هدف قرار دادن عمدی مراکز و تاسیسات ضروری برای بقای جمعیت غیرنظامی و پرسنل و تأسیسات تحت حمایت کنوانسیون‌های ژنو، جنایات جنگی محسوب می‌شود. این حملات با تخریب تاسیسات ضروری و ایجاد خطرات زیست‌محیطی، رنج فوری ایجاد می‌کنند و فجایع بهداشت عمومی بلندمدتی را به بار می‌آورند. با توجه به موارد فوق و با توجه به وخامت اوضاع و غیرقابل پیش‌بینی بودن ماشین جنگی بی‌رحم اسرائیل، ما از سازمان بهداشت جهانی، به‌عنوان حافظ اخلاق بهداشت جهانی، درخواست می‌کنیم: ۱. محکومیت صریح تجاوز اسرائیل و هدف قرار دادن زیرساخت‌های بهداشتی؛ ۲. اعلام این حملات به‌عنوان نقض فاحش حقوق بین‌الملل بشردوستانه که شایسته ارجاع به دادگاه کیفری بین‌المللی است؛ ۳. درخواست توقف فوری خصومت‌ها و جنایات توسط رژیم اسرائیل؛ ۴. حمایت از اقدامات تنبیهی سازمان ملل علیه اسرائیل؛ ۵. و همچنین اعزام تیم‌های ارزیابی اضطراری بهداشت برای مستندسازی جنایات و کمک به قربانیان.
ما به‌عنوان نمایندگان دانشگاه برتر پزشکی ایران، گواهی بر ماهیت عمیقاً صلح‌دوست ایران و تعهد تزلزل‌ناپذیر آن به سلامت و کرامت انسانی هستیم. این یک واقعیت تاریخی است که ایران بیش از ۲۰۰ سال است که آغازگر تجاوز به هیچ ملت خارجی نبوده است. تاریخ ملت ما تاریخ فتح و غلبه نیست، بلکه تاریخ دفاع مقاوم در برابر تهاجمات بی‌وقفه و تلاش‌های سلطه‌جویانه در طول قرن‌ها است. این پایداری دلیل ماندگاری ایران، با تمدن باستانی‌اش است. شکی نیست که به لطف خداوند متعال، ما در دفاع از میهن عزیزمان در برابر این تجاوز تحمیلی تا آخرین قطره خون خود ثابت‌قدم خواهیم ماند.
